* SUMMARY
"No Filter Results" always shows over debugger sidebar when paused.

See attached screenshot.

* STEPS TO REPRODUCE
1. Inspect any page and hit any breakpoint
  => No Filter Results shows and can overlap content

The message is appearing because the "Show Issues Only" filter button is active. The fact that the message overlaps is covered by https://bugs.webkit.org/show_bug.cgi?id=150608.
