Follow the change in bug 144830, we should implement support to skip checking the Content Security Policy when an element in a user agent shadow tree triggers the load of a stylesheet, or the loading of subresources for a CSS cross fade or CSS filter. Additionally, we should skip checking the Content Security Policy when a Netscape plugin in a user agent shadow tree wants to load a subresource.
