1. Go to: http://stackoverflow.com/questions/25942835/chrome-reserves-space-for-scrollbar-even-if-it-is-hidden
2. Click run code snippet
3. Hover over the 2nd element to make the scrollbar show then hover away to hide it.  Notice that the background color is incorrect.

We don't see an issue with this site at present, though it may have changed in the many years since you filed this. If you believe there is still an issue, could you please REOPEN this bug with a small test case illustrating the issue?
