The CSS3 Conditional Specification defines feature queries as a means of determining feature support.

Much of the implementation work was already done as part of bug 86146 and bug 100324. It would be great to get this enabled by default in the nightlies and on the bots.

All dependencies are now closed. Let's close this top-level bug and open a new bug if we find that we are missing something.
