Created attachment 217759 [details] Test case In the attached outline-offset-bug.html "outline: 5px auto green !important" has no effect on certain form element. Only tested on OS X, might be platform specific.

I am able to reproduce this bug in Safari Technology Preview 152 using attached test case where for "FAIL" test cases, it does not show outline similar to "PASS", while in case of Chrome Canary 107 and Firefox Nightly 106, it does. Thanks!
