It turns out hard linking WebInspectorUI.framework fails if it does not exist at both /System/Library/PrivateFrameworks/WebInspectorUI.framework and /System/Library/StagedFrameworks/Safari/WebInspectorUI.framework. <rdar://problem/14364171>
