as it tries to actually read $HOME/.subversion. We should fix it to use a mock.

This test probably predates MockFileSystem, or certainly any of the SCM classes having a FileSystem! :)

this is a generic bug; it shouldn't be wontfix'ed as part of the chromium exodus.
