Summary REGRESSION: New text areas scroll back up after you scroll down

Follow these steps: 1 - Open the test case. 2 - Click inside the text area. 3 - Scroll down (using the arrows or a scroll wheel or whatever). 4 - Click outside the text area. You'll see that the text area scrolls back up. This shouldn't happen.
