We need to first add draggable property to WebDraggableRegion before we can land the following patch to switch to new draggable region syntax and behavior: https://bugs.webkit.org/show_bug.cgi?id=97156 This is because without WebDraggableRegion::draggable property, Chromium side code cannot enable the changes to support new syntax side by side with old syntax.
