Due to the state of the windows bots a large number of tests have been failing for quite some time and it is difficult to tell when the failure started. 
For now I'm adding these tests to the skip list to get the bots greener and will come back to them later.

Bots had a hiccup that caused the regression range to get messed up.

No idea when these started failing (sometime in November 2012).

Feel free to fix them up and unskip though if you see your test on here.

The compositing test "svg/custom/composited-svg-with-opacity.html" started working properly between r190616-r190619.

The test 'fast/loader/javascript-url-in-embed.html' has been working properly for some time.
