This is intended to fix http://crbug.com/133944. That bug likely started happening due to my change in http://trac.webkit.org/changeset/120134 which turned on the use of ScrollbarLayerChromium even when the threaded compositor wasn't turned on. This method of drawing scrollbars is clearly not ready for all platforms yet.
