As of lion, elements with overflow: scroll no longer act as other scrollable sections. This is more of a problem because some of their behavior does follow the new rules, but in ways that affect usability.
The first issue is there is no "overflow" scrolling in these elements. Elsewhere in Lion and Mountain Lion when you scroll you can scroll past the end of the content. This isn't true for overflow: scroll element and they stop as they did pre-lion.
The second issue is that when resizing the page, the scrollbar for these elements is not shown. This is a usability issue as I believe this is a behavior that helps users know that the section is scrollable. Because the scrollbars are hidden unless the user is scrolling, they might never know they can scroll an overflow: scroll element.
Lastly the scrollbars in these elements don't grow on hover. This may be something new in Mountain Lion, but its a nice feature to have as the default size for the scrollbars is very narrow.
