After http://trac.webkit.org/changeset/117789, garden-o-matic adds a really long comment at the beginning of skia_test_expectations.txt into the regular TestExpectations file.

I suspect that if this isn't an outright duplicate of bug 87406, it's at least related. I will try to look at it this afternoon.
