Unfortunately, due to the state of the Windows testers, I am not sure when this started.
There are actually many more than just 10 fast/forms tests failing on the Windows 7 Release testers, but there are only 10 I can reproduce locally:

I am going to add expected (failing?) results for these tests to get the Windows bots greener.
