The border image should stop at the border, instead, it renders into the background of the block.

Not sure this is a bug. Isn't there content in the center tile image based on how you sliced it?

It can't be that allthough the center tile perhaps has content, the border extends this much, can it?

-webkit-border-image does a fill by default. border-image (now added) does not.
