Please take CSS suggestions to the www-style list, where they will be considered by the CSSWG. I would recommend that you flesh out your suggestion a little - in its current form, I'm not clear on:
* what are you trying to achieve?
* in what way do other web primitives (e.g. background-*) fail to support what you are trying to achieve?
* what other approaches did you consider?
* what would the primitives you propose actually do?
