I don't know. It has been like that for some time AFAICT.

The scrollbar layers appear in inconsistent order - sometimes the horizontal one is first, sometimes the vertical one is first. I'm guessing this has to do with the timing of when the iframe loads vs when the compositor tree is rebuilt. Not sure what to do about it.
