URLs in HTML, CSS or JavaScript comments should be highlighted. See http://daringfireball.net/css/fireball_print.css and http://daringfireball.net/css/fireball_screen.css for examples.

Same applies to URLs in strings I would say, like a URL in a JS/CSS string.
