This does not sound like a WebKit issue. PDF display in main frame is handled by a closed source system component, but this bug seems more likely to be an issue with internet connection.

This problem has eluded me and several others who have offered help for a long time. Turns out the problem is the result of years and years of migration from machine to machine, OSX to OSX versions having compatibility issues with the upgrading of QuickTime. Problem is fixed by removing QuickTime preferences and QuickTime plugin preferences. Mine were created in 2006. Fixed both my wife's iMac and my new MacBook Pro. Thanks for you time and help Jim

Thanks for the followup! This is related to an issue that's tracked by Apple internally, <rdar://problem/10524794>.
