Overview:
Webkit Scrollbar pseudo css selectors don't implement css transitions
Steps to Reproduce:
View sample page http://cssdesk.com/jjwtV and hover over the gray portion.
Actual Results:
Instant jump from default style to :hover style
Expected Results:
Scrollbar thumb should 'fade' into changed background colour

All builds which support ::-webkit-scrollbar
Additional Information:
Similar to http://stackoverflow.com/questions/4576853/does-webkit-scrollbar-work-with-webkit-transition which mentions a unknown Radar bug.
Implementing this could enable some really cool scrollbar effects, eg. fade outs.
