When they modify non-chromium specific files, but put [chromium] in the title. The reverse may be good too. This may be tricky because they may modify a general file but only in a given ifdef, so we'll have to see how well this change can be done.

Marking test failures as WontFix. Bug is still accessible and recording in TestExpectations.

This is a generic issue, not chromium specific.
