It does so for FireFox (Ctrl+Shift+R) & IE
I had a hard time trying to figure out if Windows Safari even has "Force Reload"/"Full Reload"/"Hard Reload" supported so i simply tried every keyboard combination (Ctrl+Reload, Shift+Reload, Ctrl+R). I'm not sure if any of those perform full reload because that old request is tracked internally apparently in <rdar://problem/6451745>
can anyone test other OSs?

Reload from origin is supposed to work in Safari for Windows already (starting with Safari 5.0, I think).
