I am able to reproduce this bug in Safari 15.6.1 and Safari Technology Preview 151 using attached test case, where it shows "right" border to text "The table and cells should not have borders" and it is same with Chrome Canary 106. Only Firefox Nightly 105 does not show any border. I am changing the status of this bug to "New". Thanks!
