Chromium Windows Tests bot has been purple for a while due to stale lighttpd processes and not being able to kill crashing DRTs.

We should fix this issue or otherwise we can't make it a core builder.

Apple uses some sort of kill-stale-processes script on their bots to clean up this sort of thing.

As does Chromium.
On a side note, if the DRTs are crashing, why would we need to kill them? Wouldn't they be already dead?
