The TestFailures page currently only shows failures for one tester at a time. It would be useful to have a view where failing tests from all testers are shown. This would make it easier to tell which failures are platform-specific.

I can look for a particular test failure across builders, reducing the chances of one-off failures, and possibly narrowing the window of commits that cause a test failure.
