It was removed for the CSSOM, and rightly so. It has no use as it can't be added to a document's .styleSheets by any means.

I think this is already done as part of following commit: https://github.com/WebKit/WebKit/commit/e91b63726a8cfcb28b2f4baf1134737a7ca1f8cc Can this be marked "DUPLICATE of bug 171825"? Thanks!
