sheriff-bot command parsing should be more forgiving
For example:
sheriffbot: rollout r84650 and r84654 Broke Windows build
resulted in:
bweinstein: Created rollout: https://bugs.webkit.org/show_bug.cgi?id=59217
Which isn't what he intended.
