@media all { } works (i.e. applies any and all child rules inside it) and @media { } is doesn't, and it should.

It also appears that `@media not` is not treated as `@media not all` and `@media only` is not treated as `@media only all`. Surprisingly, Firefox also fails on `@media only`.
