Created attachment 83504 [details] Testcase See attached testcase. It should alert PASS; it's alerting FAIL. The relevant spec is at http://www.whatwg.org/specs/web-apps/current-work/multipage/association-of-controls-and-forms.html#concept-form-association starting at "When a form-associated element's ancestor chain changes" (as it does in this case, when the fragment is inserted into the document).

I am unable to reproduce this bug in Safari 15.6 on macOS 12.5 and it shows "PASS" for attached test case and matches with other browsers (Chrome Canary 106 and Firefox Nightly 105). I am going to mark this as "RESOLVE CONFIGURATION CHANGED". Thanks!
