This move will require editing a bunch of vcproj files.  I'm tempted to hold off for a bit because Libraries will conflict with LayoutTests in tab-completion until we rename LayoutTests to RegressionTests.

The problem is that until we move LayoutTests to RegressionTests, Libraries would compete with LayoutTests for the "L" tab-completion.
