I have confirmed this on the latest WebKit to date (r70284). I have not tested previous nightlies to find when this bug was introduced, but I hope to if I can find some time.
Steps to reproduce.
1. Go to any web page with styled text. http://webkit.org/ is a good place to go.
2. Copy any portion of the page with styled text.
3. Open up TextEdit on a Mac and paste in the copied text.
4. With the latest Safari release, the text is formatted. With r70284, you get plain text only.
