Here's the reduction:

The problem seems to be that the <tr> element gets the width, but the <td> element doesn't. That means the bgcolor attribute doesn't actually draw anything to the screen.

Is this still valid? The testcase appears to render the same in Firefox and Chrome.

All browsers (Safari Technology Preview 152, Chrome Canary 107 and Firefox Nightly 106) render this same.
I am going to add few people to confirm whether it is reproducible to them but will tag it as 'RESOLVED CONFIGURATION CHANGED' for time being.
