1) Launch NB r66718 on Snow Leopard ( 10.6.4 )
2) Go to http://faculty.ed.uiuc.edu/g-cziko/jazz/autumn_mp3.mov
3) Resize the browser to the smallest size
4) Hover mouse over sound icon on the controller. Notice the volume controller appears then closes ( and cycles between opening / closing )

Looking at video, it is about old media controls, which are now changed in Safari / WebKit, so it wouldn't be reproducible.

Marking this as 'RESOLVED CONFIGURATION CHANGED'.
