Allfiles and DRM are privileged capabilities that need to be audited before it can be granted for Symbian signing. To make things easier for 3rd parties we can variate the set of capabilities using a production flag to enable/disable the set of capabilities. Please see the attached patch which adds the CONFIG(production) changes to variate the set of capabilities.

After building QtWebKit for Symbian 10.1 with this patch, I am getting this error during boot *PlatSec* ERROR - Capability check failed - Can't load HbUtils.dll because it links to QtWebKit.dll which has the following capabilities missing: DRM AllFiles and the emulator does not boot at all anymore. This patch will not help 3rd parties if it causes the phone to not boot.
