As discussed in https://bugs.webkit.org/show_bug.cgi?id=40968, there is no good way in a LayoutTest to detect problems that arise from a PurgeableBuffer being purged unexpectedly. We should add a LayoutTestController method which purges all purgeable buffers so that this scenario can be tested in various contexts (but especially for CachedResources).

A regression test for bug 40968 can apparently be made once we have this.
