Sometimes, in Mail or in Safari, such as when using the bugs.webkit.org new bug form, the insertion point (caret) stops blinking. Typing or moving the caret within the same editable element doesn’t restore the blinking, but moving it to a different element does.
I do not have a reliable way to reproduce.
