The link with this ticket leads to a discussion on the OpenLayers dev discussion board where several people have experienced bugs when zoom in on OL maps in Safari with the browser's page zoom -- as opposed to the built in map zoomer that OL bakes in its cake.
I have personally experienced this, and received reports of others as well. I think it can be reproduced by going to an OL map with a polygon, and then jacking Safari's page zoom in and out.

Do you have another example that shows the issue? Zooming a page with SVG image works fine for me. Closing bug for now.
