The problem is that it is active for the debugger, but not for the GUI. This means that when closing the debugger and reopening it, the GUI always shows the 'will not stop at any exception" icon (in the lower toolbar) while the debugger still happily behaves like the last time the debugger was open (whatever was chosen then).
Also this setting is only persisted anew when this setting is changed. So to remove it (and as a workaround) it has to be clicked three times to really return it to the 'don't ever stop at exceptions' state.
