check-webkit-style should warn about TODO and NOTE instead of FIXME
FIXME seems to be the prevailing style. Certainly instead of TODO, and possibly instead of NOTE.
Google contributors always get this "wrong" because "TODO(name)" is the required style at google.

I'm not sure that "NOTE" is discouraged actually. I use it myself from time to time. :)
