STEPS TO REPRODUCE: Precondition : Device in in Offline mode or no sim card available. 1.Flash the CE Device with PR2.0 build. 2.Install the CE Bedrock SIS package on the device. 3.Launch the Browser and try to load any web page. ACTUAL RESULTS: can't launch any web page and there is no NW coonection prompt shows up to select the WLAN. EXPECTED RESULTS: Should show up the connection prompt with available WLAN connections and should be able to launch the web page.
