To clarify the magic number a bit. http://library.forum.nokia.com/index.jsp?topic=/S60_5th_Edition_Cpp_Developers_Library/GUID-35228542-8C95-4849-A73F-2B4F082F0C44/sdk/doc_source/guide/Connectivity-subsystem-guide/Connectivity/PC_Connectivity_How-To_Write_Backup_Aware_Software.html "An additional mechanism exists to specify backup registration files for data owners that do not have private directories - this is to be used for DLLs which are installed as part of a package. To use this method, the backup registration file must be placed in a special location under the Secure Backup Engine’s private directory: \private\10202D56\import\packages\<package-id>\backup_registration.xml (10202D56 is the SID of the Secure Backup Engine, and <package-id> should be replaced with the ID of the package containing the DLL)"
