When I open a tab for Ebay I am unable to scroll down due to the lack of a scroll bar. Sorry noob here.

Please provide detailed steps to reproduce this issue. Also, if you are testing with a nightly build, please mention its number.
I cannot reproduce this issue by typing "ebay.com" in address bar, and clicking Cmd+Enter to open it in a new tab.
