To fix the incremental build regressed by Bug 312936 (rdar://175291313), the work in https://github.com/WebKit/WebKit/pull/64939 restored the `alwaysOutOfDate` behavior. We should find a better solution to properly track which inspector resource files are changed during incremental builds
