REPRODUCTION:
I was able to reproduce this failure locally on macOS/iOS 26.4 release/debug ToT:

run-webkit-tests --no-build --no-retry --no-show-results --exit-after-n-failures=1 --expect-pass --iterations=20 --force -f --debug http/wpt/webauthn/public-key-credential-create-failure-local-silent.https.html

run-webkit-tests --child-processes=1 --ios-simulator --force --no-retry --exit-after-n-failures=1 --iterations 100 http/wpt/webauthn/public-key-credential-create-failure-local-silent.https.html

I am going to mark expectations as pass fail while this pends investigation.
