The spec for rendering optgroups in the base appearance select element is being improved here: https://github.com/whatwg/html/pull/12201 Here are existing WPTs which cover this behavior: - html/semantics/forms/the-select-element/customizable-select/select-appearance-optgroup-legend.html - html/semantics/forms/the-select-element/customizable-select/select-appearance-optgroup-rendering.html
