Panning a PDF frequently gets into a state where it rubber bands back to where you started.
1. Open a PDF (https://www.parks.ca.gov/pages/452/files/ArmstrongRedwoods-AustinCreekFinalWebLayout2017.pdf)
2. Zoom in
3. Try to pan left or right
4. Sometimes, it will behave as expected but frequently, it will “resist” and revert back to where you started when you lift your finger
