http/tests/webgpu/webgpu/shader/execution/expression/call/builtin/bitcast.html

This test has been a consistent timeout since Sequoia.  Interestingly looking at the flakiness dashboard the first consistent timeout appears at 294307@main.  This commit [WebGPU] Enable CTS in Debug and skips a bunch of similiar tests.

This issue can be reproduced using command:
run-webkit-tests --no-build --no-retry --no-show-results --exit-after-n-failures=1 --expect-pass --iterations=1000 --force --debug http/tests/webgpu/webgpu/shader/execution/expression/call/builtin/bitcast.html
