The 'New Test' heading is to indicate that a test was added and immediately began failing.
The test was added at 301903@main and has been a consistent failure since then.
This issue can be reproduced using the command:
run-webkit-tests --no-build --no-retry --no-show-results --exit-after-n-failures=1 --expect-pass --iterations=1000 --force -f --clobber-old-results --debug http/tests/inspector/console/message-from-worker.html

Reproduction output showed:
