STEPS TO REPRODUCE:
I was able to reproduce on Tahoe Debug ToT with the following:

run-webkit-test --debug --no-retry --force --iterations 20 imported/w3c/web-platform-tests/media-source/mediasource-config-change-webm-av-audio-bitrate.html

I am going to mark expectations as pass fail while this pends investigation.
