[ews] validate-change step sometimes get stuck indefinitely.

In that state, even 'Stop' button for that build doesn't work, reconnecting the worker also doesn't help. The only workaround is to restart the master.

Note that this is happening with not just validate-change step, but various other steps like: layout-tests/run-api-tests (while consulting results database), check-status-of-pr etc.

This issue is significantly impacting EWS. About 22 out of 96 currently running builds are currently stuck because of this issue.

Day before yesterday, all  the merge-queue bots were stuck because of this issue, e.g.:
